Two months before the Hamas and PIJ attacks on Israel, a series of meetings were held in Beirut. As detailed here, it is evident that this was the authorization of the operation’s plans, since the Hezbollah Secretary General, Hasan Nasrallah, is the link between the Iranian master and the Palestinian executors (Hamas and PIJ).
Anyone familiar with the plan-approval process knows that it begins with work team consultation, then moves to political approval, and eventually to the operational echelons.
Nasrallah met with the Iranian Committee for Foreign Affairs and Security at the Shura Council on August 12, most likely to define the goals of the plan. Nasrallah then met with the operational echelons in all likelihood to explain the Iranian directive and discuss their operational strategy.
The Iranian Foreign Minister and his team were instrumental in directing this terrorist operation, and it seems they were the ones who worked on and approved the plan. The Iranian Foreign Minister realized immediately after he visited Saudi Arabia that Riyadh was eager for normalization, and he sought to prevent it. He dispatched an adviser to Nasrallah, urging him to complete the operational plan with the PIJ and Hamas.
It looks like the preparations were completed on September 1, and Nasrallah met with the Iranian Foreign Minister again for final approval of the plans. The following day, Nasrallah met with Hamas and Islamic Jihad to inform them that the authorization had been obtained.
