Is the Port of Beirut a Lebanese port or a Hezbollah port?

While Iran is negotiating for a port in Syria, it seems it already has one in Lebanon.

Hezbollah usually do not respond to Israeli allegations, but this time Nasrallah himself publicly denied the accusations immediately.

Why? Three reasons, two external ones:

Sanctions can be applied against the port of Beirut.
The port of Beirut can become a military target.

In addition to the external pressure Hezbollah can receive heat from the Lebanese government and the people of Lebanon for risking the port of Beirut.
