Quds Force – Unit 190: Has a New Commander Been Appointed to The Unit?

According to an indication from an open source, which at this stage has no further verification, It is possible that Seyed Jabar Hosseini, born 1955, was appointed as the new commander of Unit 190 in the Quds Force, which constitutes a central anchor in the assistance to Hezbollah’s reconstruction efforts after the war.

Hosseini was appointed in place of Behnam Shahriari, who was eliminated in a targeted airstrike in the early morning hours of 21 June 2025, while traveling in his vehicle in western Iran.

Unit 190 of the Quds Force is responsible for smuggling weapons, funds and personnel around the world. The unit apparently also operates as part of Iran’s oil-smuggling apparatus. The weapons transferred by the unit include a wide range, ranging from small arms, machine guns and explosives to UAVs, ballistic missiles, cruise missiles and air-defense systems.

In recent years Unit 190 has operated to transfer weapons and funds to Shiite militias in Iraq and Syria, to Hezbollah in Lebanon, to the Houthis in Yemen, to Palestinian terrorist organizations in Gaza and in Judea and Samaria , to the Polisario organization in Western Sahara, to organizations and militias in Sudan and the Horn of Africa, to various forces in Asia, Venezuela in Central America and more.

The unit operates by diverse means intended to conceal the smuggled weapons as well as the connection to Iran. These include, among others, the use of front companies, infrastructures and civilian companies, the use of a third party, false registrations and more. Smuggling routes are diverse and are carried out by air, by sea and by land. By virtue of its role Unit 190 works closely with Section 8000 in the Quds Force (production and supply of weapons to proxies) and with Unit 700 in the Quds Force (transport and transfers).

These three units constitute a central anchor in the Iranian assistance for Hezbollah’s military reconstruction after the war.

From past publications it is known that the unit makes frequent use of civilian merchant vessels and of commercial flights of Iranian companies. In some cases weapons are smuggled inside shipments of innocent goods and products or those classified as medical equipment or humanitarian aid.
