IDF Strikes on Threats in Lebanon: September 30 – October 7, 2025

In the past week (September 30 – October 7), the IDF eliminated six Hezbollah operatives, including a senior operative from the air defense array and two Rabat (“Rabat” meaning “liaison”) who were responsible for maintaining ties between the local population and Hezbollah, including purchasing properties for the organization. In addition, two Hezbollah operatives who worked as engineers for the engineering and development company Meamar were also eliminated. As we have previously reported, civilian engineering companies such as Meamar operate under Jihad al-Bina and serve as Hezbollah proxies and are responsible for building Hezbollah’s military infrastructure. Jihad al-Bina operates under the social unit of Hezbollah’s Executive Council and is responsible for rehabilitation, construction, and infrastructure. Hezbollah’s civilian and military rehabilitation efforts among the population in southern Lebanon are ongoing. The IDF also struck training camps belonging to the Radwan Unit in the Beqaa–Hermel area. In recent weeks, several strikes have targeted Radwan Unit training camps in this region. As we noted in our September 2025 report, as part of its rebuilding process, the Radwan Unit is currently conducting force-building activities through the recruitment and training of new operatives.
