Hezbollah-Jihad Construction: Infrastructure Rehabilitation through “Meamar for Engineering & Development SARL” Company

As we recently reported, Hezbollah has begun mapping and conducting damage surveys as part of its reconstruction efforts for the benefit of the Shiite population. Following the surveys and the mapping, Hezbollah began paying financial compensation through the Al-Qard Al-Hasan Bank.

The “Jihad al-Bina” organization, which operates under the social unit of Hezbollah’s Executive Council, is responsible for the reconstruction campaign in terms of construction and infrastructure rehabilitation.

Today, we know how to point at a major civil engineering company, which operates as a subcontractor under the jihad construction and has been given responsibility for the reconstruction campaign. The Meamar for Engineering & Development SARL, an engineering and development company, has taken on this task and is already preparing plans and surveys to initiate the rehabilitation of buildings and infrastructure, (including agricultural infrastructure), in the central areas of the Shiite base.

The Maamar company, whose CEO is Haj Hussein Khairuddin, has opened field offices in various areas. Each office has a manager, and several engineers work under it. In practice, an engineer leads a team responsible for each village in the area.

The engineers inspect all the damaged residential and commercial units, write damage assessment reports, estimate the cost of restoration, and determine the method of renovation and/or rebuilding work.

We estimate that additional civil engineering companies will join the rehabilitation campaign in the future. They, too, will operate under the jihad construction as subcontractors for engineering work, and not only in civilian aspects.

These civil engineering companies, which in effect serve as Hezbollah’s proxies, are also responsible for building Hezbollah’s military infrastructure. They operate on behalf of the Construction Jihad and are also subject to instructions from Hezbollah’s assets unit.

Hezbollah’s assets unit is responsible for all construction, leasing, and property maintenance (houses/warehouses/underground: tunnels, bunkers, etc.) for the benefit of Hezbollah’s military infrastructure.

Jihad Al-Bina:

Jihad al-Bana, which has been under US sanctions since 2007, is a well-known organization that formally serves as Hezbollah’s construction organization. Hezbollah’s Jihad al-Bina has ties to the Iranian Jihad al-Bina, which is a kind of umbrella organization for it.

Ironically, on the UN website under organizations in Asia that provide economic and social assistance, there is an article regarding Hezbollah’s Jihad al-Bina in Lebanon.

“Meamar for Engineering & Development SARL” company

Established in 1988, “Meamar for Engineering & Development SARL” carries out a variety of engineering projects. The company’s headquarters are located in Harat Harik in the Dahieh, Beirut. The literal meaning of the company’s name in Arabic is “construction.” In 2020, the US imposed sanctions on Maamar and its subsidiaries.

Sultan Khalifa Assad, the founder of “Meamar,” was the former deputy and most senior advisor to Hashem Safi al-Din, Nasrallah’s successor, who Israel eliminated on October 4, 2024, approximately a week after Nasrallah’s elimination.

Assad is the most senior official in Hezbollah’s central municipal authority and has held this position since at least 2011. Since 2019, Assad has been responsible for managing dozens of companies affiliated with the organization’s Executive Council, including Maamar. American sanctions were imposed on Assad.

“Maamar’s” main customers are municipalities and a union of municipalities in the heart of the Shiite base’s residential areas, such as the Union of Municipalities of Baalbek and the Union of Municipalities of Harmel near the city of Baalbek (Bekaa), the municipality of Nabatiyeh, and the municipality of Bint Jbeil (southern Lebanon).

These companies’ affiliation with Hezbollah enables them to secure tenders and civilian contracts. Senior officials in the Lebanese government system, who collaborate with Hezbollah, in fact “tailored” some of the tenders in advance.
